“more than doubling by 2020”
International Energy Agency
Energy agency producing the Iraq Energy Outlook · Iraq
The world at the time.
The central scenario relied on enormous reserves and contracts for field development. It also assumed that reconstruction could deliver the required infrastructure and institutional support.
What happened.
EIA records crude production below 4.1 million barrels a day in 2020, with crude capacity around 4.8 million. Both fell well short of the more-than-6-million production path, even allowing for the narrower crude-only outcome series.
Predicted vs actual.
| Metric | Predicted | Actual | Variance / caveat |
|---|---|---|---|
| 2020 oil production (million barrels/day) | >6 total oil | <4.1 crude oil | Definition mismatch; substantial shortfall |
| 2020 crude capacity (million barrels/day) | Central outlook above 6 total oil production | 4.8 | Capacity itself below forecast production path |
The counter-signal.
The original IEA report explicitly called political, logistical, legal, security and workforce obstacles formidable. It noted that the electricity grid could meet only 55% of demand in 2011.
Verdict.
Reasoning: contested · Outcome: wrong
The large 2020 shortfall makes the direction-and-scale forecast wrong at its deadline. The crude-versus-total-oil definition difference and pandemic production cuts require caution in attributing the whole miss to forecast methodology.
Cause of death / explanatory lens.
Overestimated adoption or behaviour change
The lesson.
What evidence would justify moving a resource-rich country's production forecast from geological potential to deliverable capacity?
